To clarify: Game theory is just one of the tools to explain human behavior. So, it surely does not have conflict with anything happening in our world, even in animals and plants world. These "worlds" are not seperated.

Smart regulations understand game theory so much that could control the targets (even in mass qty).

Dumb strategies, on contrary, will cause adverse results.

The real issue should not be about who plays best under certain rules, but who has the right to set such rules. To what extent should these managers and rules go?
